摘要

针对生态环境部近期发布的HJ 1032—2019《排污许可证申请与核发技术规范人造板工业》,介绍了规范编制背景,分析许可范围和管理类别,重点解读人造板工业排污许可证申请与核发技术规范要点,并提出执行过程中注意事项,为各地生态环境主管部门和排污单位更好地开展人造板环境管理工作提供参考。

Abstract

The new industry specification of HJ 1032—2019"Technical Specification for Application and Issuance of Pollutant Permit—Wood-based Panel Industry" was issued recently by the Ministry of Ecology and Environment. The authors introduced the compiling background, analyzed the permission scope and management categories. They also explained in detail the key points of the specification and provided suggestions for reference of the local ecology and environment authorities and the wood-based panel industry in China.
