摘要

国家储备材（简称国储材）是将成熟木竹资源进行及时收获、合理初加工，按照不同区域、不同用途，实施由国家统一仓储、流通及利用的仓储材或商品材，以满足市场需求和国家战略需要。国家储备材建设是保障国家木材安全、维护生态安全、实现双碳目标、推进储备材战略实施、助力乡村振兴的一项重大举措。本文从阐述国家储备材的概念和内涵出发，介绍国家储备材的发展现状，明晰国家储备材建设的必要性，提出了发展国家储备材的主要措施，包括建立健全国家储备材体系、创新国家储备材管理机制、推进“互联网＋国家储备材”建设、保障木材市场供给平衡，以期为国家储备材研究及国家储备材建设提供参考，促进林草产业和建材产业高质量发展，保障国家木材产业长治久安，助力能源安全和碳达峰碳中和目标实现。

Abstract

National-timber-storage is a warehousing system of timber that is harvested in time, reasonably processed, uniformly stored, circulated, and used according to different regions and purposes to meet the market demand and national strategic needs. The construction of national-timber-storage is a major measure to ensure national timber security, maintain ecological security, achieve the dual-carbon goal, promote the implementation of timber storage strategy, and help rural revitalization. Starting from the basic concept and connotation of national-timber-storage, this paper introduces the status quo of national-timber-storage and emphasizes the necessity of national-timber-storage construction. The major plan to develop national-timber-storage was proposed, including establishing and improving the national-timber-storage system, innovating the management mechanism of national-timber-storage, promoting the construction of “Internet+National-timber-storage”, and ensuring the supply balance of timber market. It provides a reference for national-timber-storage construction, promote the green and high-quality development in forest and grass industry, ensure the long-term stability of the national timber industry, and achieve energy security, carbon peaking, and carbon neutrality.
