濒危木材国际贸易引发的森林退化,加剧了野生动植物栖息地丧失和生物多样性破坏。《濒危野生动植物种国际贸易公约》(CITES)通过对包括濒危木材物种在内的野生动植物国际贸易进行管制,防止过度利用危及物种的生存。本文介绍CITES公约及濒危木材管制情况,分析濒危木材管理政策变化趋势,剖析我国濒危木材管理政策,总结濒危木材履约面临的挑战,并针对性提出我国濒危木材履约对策,以期为我国CITES履约和生物多样性保护提供有效支撑。
Forest degradation caused by the international trade of endangered timber species has exacerbated the destruction of wildlife habitats and the biodiversity loss. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) regulates the international trade in wildlife, including endangered tree species, to prevent over-exploitation of endangered species. This study discussed CITES regulation policies for endangered timbers, analyzed the revising trends of CITES regulation policy. The national policy for endangered timber species in China was also reviewed. The challenges for strengthening implementation of CITES for tree species were summarized. Finally, the implementation strategies of CITES for tree species were proposed, in order to effectively enforce CITES implementation and biodiversity conservation in China.
